While going freshwater fishing in NJ, is a fishing license required even if you throw back the fish?

the license is not just if you keep the fish. it is a permit
to fish for them. in words of one syllable if you drop in a
line, you need one.
As soon as you stick that line in the water you are fishing. Whether you throw the fish back or keep them, it doesn’t matter. Some officers will ticket you if you just have fishing equipment in your boat, even if you are not at the moment fishing. So, get the license or risk getting a ticket!
I don’t know about NJ but in OH you are required to have a license. I would imagine that most states require them too. It doesn’t cost much to get one.
